The Bio-Integral Resource Center (BIRC) offers practical information on the least toxic methods of managing pests and land resource problems. Its interdisciplinary staff and nationwide network of advisors and associates have designed integrated pest management programs for community groups, public agencies, and private institutions throughout the United States and Canada. BIRC offers two publications to its members. The first, "Common Sense Pest Control Quarterly," informs readers about alternatives for managing insect, weed, rodent, and plant-disease pests found in the home, on the human body, on pets, and in the garden, workplace, and community. The "IPM Practitioner," BIRC's second publication, provides valuable information on the latest in integrated pest management for pest control professionals, farmers, and managers of community facilities. The National Antimicrobial Information Network (NAIN) is a service that provides objective, science-based information about a wide variety of antimicrobial-related subjects, including: antimicrobial products (sanitizers, disinfectants, sterilants), toxicology, and environmental chemistry; helps callers with interpretation of product labels and permitted uses; refers requests that are outside the expertise or authority of NAIN to more appropriate sources; refers callers for injury to humans and animals; laboratory analyses; supplies general information on regulation of antimicrobials in the United States and lists of products registered with the U.S. Environmental Protection Agency (U.S. EPA); provides safety information, health and environmental effects; takes reports of lack of product efficacy and forwards this information to U.S. EPA. Inquiry calls are welcome, and the service is open for everyone's use.

Funded by U.S. EPA, the National Pesticide Telecommunications Network provides information on pesticide toxicity, health effects, residue data, efficacy, etc. Referral services are available. Specific information is available on such pesticides as herbicides, fungicides, insecticides, and rodenticides. The Pesticide Action Network North America (PANNA) has campaigned to replace pesticides with ecologically sound alternatives since 1982. PANNA links over 100 affiliated health, consumer, labor, environment, progressive agriculture and public interest groups in Canada, Mexico, and the United States with thousands of supporters worldwide to promote healthier, more effective pest management through research, policy development, education, media, demonstrations of alternatives, and international advocacy campaigns.

The Pesticide and Environmental Toxicology Section (PETS) of the Office of Environmental Health Hazard Assessment assesses the risks of environmental contaminants in food, water, and some consumer items, as well as the risks of community and worker exposure to pesticides. It issues sport fish consumption advisories for the state. Some of the wide range of pesticide-related activities that PETS carries out includes: conducting risk assessments for pesticides in drinking water and ground water, for pesticides accidentally released into the environment or used in urban areas to eradicate agricultural pests like the Mediterranean fruit fly, and for pesticide residues found in food and other consumer products; reviewing technical support documents prepared by the Department of Pesticide Regulation (DPR); helping to identify pesticide candidates as toxic air contaminants and develop regulations to protect workers exposed to agricultural pesticides; providing epidemiological and toxicological assistance to local health officers following an outbreak of pesticide poisoning; maintaining pesticide illness and spill reporting systems; training physicians on the recognition, management, and reporting of pesticide poisoning; and providing guidelines for medical supervision and cholinesterase monitoring of agricultural pest control workers.

The Pesticide Education Center (PEC) works with community groups, workers, individuals, and others harmed by or concerned about risks to their health from exposure to pesticides used in agriculture, the home and garden, and other environmental and industrial uses. Its goal is to provide critical information about pesticides so that the public can make more informed decisions and choices. PEC provides information, curricular materials, and help with seminars and workshops on a nationwide basis.

This department of the California Environmental Protection Agency has the primary responsibility for regulating all aspects of pesticide sales and use to protect the public health and the environment. Its mission is to evaluate and mitigate impacts of pesticide use, maintain the safety of the pesticide workplace, ensure product effectiveness, and encourage the development and use of reduced-risk pest control practices while recognizing the need for pest management in a healthy economy. DPR consists of eight branches, six of which are pertinent here. These units are headquartered in Sacramento with various branch offices located throughout the state, as listed below.

The Pesticide Enforcement Branch (PEB) enforces U.S. EPA and departmental laws and regulations and label requirements concerning pesticide use throughout the state. PEB enforces pesticide residue regulations pertaining to food. PEB conducts a program of testing raw commodities intended for human consumption for pesticide residue levels. The Pesticide Registration Branch is responsible for product registration and coordinates the required evaluation process within the department and with other state agencies. The branch also manages all data received, oversees call-ins of data, maintains the pesticide data library, and provides information on registered pesticides and label instructions to pesticide enforcement agencies and the public.

The Worker Health and Safety Branch evaluates potential workplace hazards from pesticides. The branch evaluates pesticide exposure studies submitted by registrants and conducts its own studies to evaluate potential risks from exposure to pesticides. The branch recommends measures designed to provide a safer environment for workers who handle or are exposed to pesticides. The branch provides medical advice and assistance on pesticide exposures.

The Environmental Monitoring and Pest Management Branch monitors water, soil, and air to determine the environmental fate of pesticides and develops measures to prevent and reduce contamination. The branch encourages the development and adoption of reduced-risk pest management systems, including chemical, cultural, and biological alternatives for managing pests.

The Medical Toxicology Branch has two major functions: review of toxicology studies and preparation of risk assessments. Data are reviewed for chronic and acute health effects for: new active ingredients and new products containing already registered active ingredients; label amendments on currently registered products which include major new uses; and for reevaluation of currently registered active ingredients. The results of these reviews as well as exposure information from other branches are used in the conduct of health risk characterizations.
